This sounds like either a 'connection' problem, as in your connection 
through your service provider (dialup, cable, dsl, wireless, etc) or 
perhaps a computer loaded down with spyware or viruses. Spyware can put 
serious loads on a system and use so much bandwidth that calls to other 
functions, loading webpages or connecting to mailservers, can time out.

There is a potential that the service provider is on overload, but that 
is pretty rare these days as they wouldn't last long in the market.
